Fred advises companies on cross-border intellectual property strategy, brand governance, and global risk mitigation, integrating intellectual property protection with broader international business planning across multiple legal systems. He helps clients build, protect, and enforce their intellectual property in the United States and internationally, including strategies to address counterfeiting, bad-faith filings, and other threats to brand integrity, with particular depth in Latin America, China, and Southeast Asia.
His practice spans U.S. and international trademark and copyright protection. He manages portfolios from clearance through registration and maintenance, advising on filing strategy, conflict analysis, and long-term brand positioning across jurisdictions. Fred focuses on identifying risk early—before it becomes expensive—and aligning IP protection with broader commercial objectives. When disputes arise, he prioritizes negotiated solutions and practical business outcomes, coordinating with the firm’s litigators or trusted local counsel when formal enforcement is required.
In addition to his IP work, Fred advises companies engaged in cross-border manufacturing and international transactions, guiding them through complex legal systems and the intellectual property risks that arise in global supply chains. His experience includes foreign entity formations, supplier due diligence, and negotiation of intellectual property licenses and related commercial agreements. He also assists foreign clients entering the U.S. market, providing integrated support with U.S. entity formation and navigating the interplay of federal, state, and local law.
Advising Clients Around the World
A native Spanish speaker from Puerto Rico, Fred manages Harris Sliwoski’s Latin America desk and works directly with Spanish-speaking clients navigating U.S. and cross-border business realities. Fluent in Mandarin and with years of professional experience living and working in China, he brings practical, on-the-ground insight to China-related matters. He has also worked extensively throughout Southeast Asia, advising companies managing risk and expansion across the region.
Before entering private practice, Fred served as a U.S. diplomat in China, advocating for fair treatment of American businesses and stronger intellectual property enforcement. He later practiced as a foreign legal advisor in Shanghai and worked with one of the oldest American law firms in China, advising foreign companies navigating the Chinese legal system. Prior to joining Harris Sliwoski, he led the legal team of a Hong Kong-based brand protection consultancy, overseeing global anti-counterfeiting and corporate security programs.

- Advise clients on strategies to address bad-faith trademark filings in China, coordinating with local counsel on invalidation and cancellation proceedings before the China National Intellectual Property Administration (CNIPA) to challenge conflicting registrations and protect clients’ brand rights.
- Served as an expert witness on China trademark law in a Texas-based arbitration proceeding, providing insights that informed the tribunal’s decision.
- Successfully advocated for a foreign company before U.S. Customs and Border Protection (CBP) to lift a Withhold Release Order (WRO) based on forced labor allegations, enabling the resumption of their imports.
- Represented a U.S. business in one of the first successful expungement proceedings under the United States’ Trademark Modernization Act, securing registration of the client’s trademark.
