Fred leads Harris Sliwoski’s Intellectual Property team and he also coordinates our international practice team, with a special focus on our Latin America operations.
With over a decade of experience in China, both in government and the private sector, Fred brings a unique perspective to his role. He is a regular commentator on brand protection issues and frequently serves as an expert witness in international IP-related litigation and arbitration matters. Many of Fred’s clients operate in spaces that constitute new frontiers for IP law, such as cannabis, psychedelics, and Web3.
Fred not only oversees our firm’s Intellectual Property work, but he also manages our Latin America desk. He works closely with our Mexico team, facilitating complex multilingual negotiations that often involve Chinese, English, and Spanish-speaking companies. His fluency in all three languages enhances his effectiveness in these roles.
Fred’s international career began in Guangzhou as a U.S. consular officer, where he advocated for the fair treatment of American entities and pushed for stronger enforcement of intellectual property rights in China. Transitioning to the private sector, he served as a foreign legal advisor at a Shanghai law firm and later joined one of the oldest American law firms in China, helping foreign companies navigate the Chinese legal environment. He later led the legal team at a Hong Kong-based brand protection consultancy, focusing on combating counterfeiting and securing R&D and manufacturing facilities across Greater China, Southeast Asia, and Latin America.
Advising Clients Around the World
In addition to his expertise in intellectual property, Fred offers comprehensive legal advisory services to clients involved in international business. With fluency in both Spanish and Chinese, he adeptly navigates complex corporate matters worldwide. Fred’s typical day may involve assisting clients with establishing an S. de R.L. in Mexico, exploring investment opportunities in Thailand’s nascent cannabis market, vetting potential business partners in Brazil, negotiating manufacturing agreements in Colombia, or resolving infringing listings on e-commerce platforms in China.
Fred is an enthusiastic supporter of FC Barcelona. His ardent loyalty to the team stems both from a respect for their history and style of play, and from his forebears having immigrated from Catalonia to Puerto Rico in the mid-1800s.
